Fix committing metadata value migrations
...
In case the "oldValue" was a regex expression, the values never matched, which caused the value migration to never get committed.

Always save applied migration regardless of changes
...
In case open migrations did not apply any changes, the applied migration did not get updated.
This causes unnecessary logic to run everytime the metadata are read.

Keep unchanged metadata stable for memoization
...
Everytime the metadata got updated, unchanged values could cause rerenders because their reference changed.
This happened e.g., for the "customThemes" which caused the MUI theme to get recreated resulting in all components to rerender due to the theme context change.
